АНАЛИЗ ОПЫТА РАЗРАБОТКИ И РЕАЛИЗАЦИИ ПРОГРАММ РАЗВИТИЯ ТРАНСПОРТНО-ЛОГИСТИЧЕСКОЙ СФЕРЫ В США И КИТАЕ

Аннотация. В статье представлен анализ опыта разработки и реализации программ развития транспортно-логистических отраслей США и Китая как мировых экономических и логистических лидеров. Дана характеристика уровня развития транспортно-логистической сферы обеих стран на основе рейтинга LPI (Logistics Performance Index) Всемирного банка. Описана специфика, цели и задачи, а также принципы финансирования программ поддержки транспортно-логистического сектора в обеих странах (на примере программ “One belt – one road” и "Made in China 2025" в Китае; а также INFRA, TIGER и Freight Fluidity в США). Определены ключевые достоинства, недостатки и ограничения каждой из проанализированных программ. Выявлены основные сходства и различия в подходах к разработке и реализации программ поддержки транспортно-логистических отраслей в Китае и США.

Absract. The article presents an analysis of the experience in the development and implementation of programs for the development of transportation and logistics industries in the United States and China as world economic and logistics leaders. The level of development of the transportation and logistics sector in both countries is characterized based on the Logistics Performance Index (LPI) rating of the World Bank. The specifics, goals, objectives, and financing principles of support programs for the transportation and logistics sector in both countries are described (using examples of the "One Belt - One Road" and "Made in China 2025" programs in China, as well as INFRA, TIGER, and Freight Fluidity in the United States). The key advantages, disadvantages, and limitations of each analyzed program are identified. The main similarities and differences in approaches to the development and implementation of support programs for transportation and logistics industries in China and the United States are revealed.
